Job Title: Executive Assistant / HR

Salary Range: $41,991-$63,895   Classification Grade (20 A)

Reports to: City Manager

 

Job Summary:

The Human Resource Manager and Executive Assistant are vital roles within the City of Washington's administration. This position is responsible for managing human resource functions, assisting the city manager, city clerk, and mayor, relieving cashiers when needed, and assisting in receiving and posting payments to utility and tax accounts. This role requires a highly organized, detail-oriented individual with excellent communication and multitasking skills.

 

Key Responsibilities:

1. Human Resource Management:

·         Develop and implement HR policies and procedures.

·         Oversee recruitment, onboarding, and employee orientation processes.

·         When needed, process payroll and complete and submit all payroll reports.

·         Manage employee relations, including conflict resolution, performance management, and disciplinary actions.

·         Maintain employee records and ensure compliance with relevant labor laws.

·         Administer employee benefits programs and coordinate with insurance providers.

·         Conduct training and development programs to enhance employee skills and knowledge.

·         Prepare HR reports and analytics for management review.

2. Executive Assistance:

·         Provide administrative support to the city clerk and mayor.

·         Schedule and coordinate meetings, appointments, and events for city officials.

·         Help the city clerk prepare and distribute meeting agendas, minutes, and other documents.

·         Handle correspondence, emails, and phone calls on behalf of the city clerk and mayor.

·         Assist in the preparation of reports, presentations, and official documents.

·         Maintain confidentiality of sensitive information.

3. Cashier Relief:

·         Provide backup support to cashier staff during peak times or absences.

·         Assist in receiving and processing payments from citizens for various services.

·         Ensure accurate posting of payments to utility and tax accounts.

·         Handle cash, checks, and electronic payments securely and efficiently.

·         Balance cash drawers and prepare daily financial reports.

4. Financial Assistance:

·         Assist in the collection and processing of utility and tax payments.

·         Ensure accurate and timely posting of payments to the appropriate accounts.

·         Address customer inquiries and resolve discrepancies related to payments.

·         Support the finance department in preparing financial statements and reports.

 

Qualifications:

·         Bachelor’s degree in Human Resources, Business Administration, or related field preferred.

·         Minimum of 3-5 years of experience in human resources or administrative support roles.

·         Strong knowledge of HR principles, practices, and employment laws.

·         Excellent organizational and time-management skills.

·         Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

·         Strong interpersonal and communication skills.

·         Ability to handle confidential information with discretion.

·         Experience in municipal or government administration is a plus.

 

Physical Requirements:

-          Ability to sit, stand, and walk for extended periods.

-          Ability to lift up to 25 pounds occasionally.

 

Working Conditions:

-          Office environment with occasional travel to various city departments.

-          Standard working hours with occasional overtime required during peak periods or special events.
